I do think this is a database problem.

Comparing one where it works with one that does not, I notice the
Indicator Types are different - there are different values to choose
from in the dropdown box. Could this be the cause?

Title:
  PDF MetaData Export not working

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  After successfully PDF MetaData Export for Indicator and Indicator
  Groups, the exported PDF filie is not opening, while doing same for
  DataElement and DataElement Groups working and opening fine.
