I can confirm this.
It seems there is no validation of groupset exclusiveness when editing
orgunit groups (after the groups have been added to the groupset), There
is validation of exclusiveness at the point of adding groups to a group
set, but this assumes that the all orgunits have been assigned to groups
before the groups are assigned to group sets, wich is not always the
case.
I suggest we no longer permit having groups live on their own without
belonging to group sets. I would like to force a workflow where we make
the hierarchy of group set - groups - orgunits more clear to the user
and make sure the group set rules are followed.
Another feature that would help would be to allow editing of
gropset/group membership in orgunit edit, and not only in create new,
which will be a much faster way of updating the group membership than
opening the whole tree of many thousand facilities just to add one
orgunit to a group.
Right now we will easily get duplicate values in the piovot tables since
orgunit data is counted twice if it belongs to multiple groups in the
same group set.

Bug description:
You can set a multiple orgunitgroup into the same orgunitgroupset of the one facility using "Organisation Unit Group" function.
Current "Organisation Unit Group" is designed for multiple setting.
This will happen on DHIS 205 and 206 both.
