Yes makes sense, in the short term you can run the integrity check for
compulsory and exclusive group sets.

  New

Bug description:
  You can set a multiple orgunitgroup into the same orgunitgroupset of the one facility using "Organisation Unit Group" function.
  Current "Organisation Unit Group" is designed for multiple setting.
  This will happen on DHIS 205 and 206 both.
