  Validation rule for shortname are not workinf for unicode chars

Bug description:
  Validation rule for shortname are not workinf for unicode chars. At
  least it does not work for russian and tajik (cyrillyc) unicode chars,
  it simply does not recognize them as char. After looking at the code I
  found it is part of spring bean definition for java objects.
