  Orgunit appears as selected while it's not

Bug description:
  When entering the data entry module, all top level orgunits appears as
  selected. They thus have to be clicked twice to be deselected and then
  selected. Many other places also it appears as an orgunit is selected
  while it in reality is not. This double-cliking to mark an orgunit
  seems to lead to confusion for many users.
