Public bug reported:

When creating a data element report table, the listing of the available
data elements is erroneous. All data elements do not appear when
choosing "View all", nor when a data element group is selected.

Similar error is present when creating a data element dimension report
table. In this case it applies to the selection of data element
dimension.
