  Error on setting min and max values

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  When trying to store min and max values in the window that appears
  when double-clicking a data entry field, it appears that only the
  first digit is read by the system when validating the limits.

  For example:
  - Min can be 10 while max is 4
  - Min can be 80 while max is 9
