We have removed the uniqueness constraint on orgunit code (and short name),
thats why I have removed the match on code as we are not guaranteed to have
a single hit. We have had many requests for removing uniqueness constraints
on orgunit since it complicates the import process from 3rd party sources. I
am now waiting for people to request that we put it back:)
