I am not really sure how to deal with this bug, but the reason that it
is not working is because you had not generated the resource tables in
the database. This is a bigger issue which effect several parts of
DHIS2. Generating the resource tables solves this bug however, so it is
a work around, but not a complete fix.

Lars..getDeflatedDataValues depends on _categoryoptioncomboname. If it
isn't there, this is going to fail.

I guess we either need to 1) generate the table if it isn't there and 2)
return a message to the user that this request cannot be completed
because the necessary resource table does not exist.
