  SMS Listener Does Not Remember COM Port

Status in DHIS 2 - District Health Information Software:
  Opinion

Bug description:
  Each time the SMS Listener starts, we have to set the COM port. Once
  the settings are saved, the SMS Listener should be able to use the
  same port that was used before the machine was restarted or the
  application was closed and started again.
