[Bug 734691] [NEW] "Store Zero Data Value" set to "No" if not specified when creating a new data element

Public bug reported:

"Store Zero Data Value" is automatically set to "No" if it's not
specified when creating a new data element. It says "Select" in the drop
down-list by default when creating a new data element, but if nothing is
selected, it is set to "No". "No" should rather be the default value and
"Select" should be removed from the list. Or if "Select" is supposed to
be there, mark the field as compulsory to make sure the user selects
either "Yes" or "No".
