  Check in/out capability need to implament into OrgUnit Group Edit etc.

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  For example, OrgUnit Edit required some times more than hour. So,
  better to implement Check IN/OUT capability to ensure the data
  integrity. Also this can be inform you who is under editing now.
