Hi Suzi, all compulsory group sets will appear when creating new
orgunits. I understand this is inconvenient when adding bulks of
orgunits, a work-around for this is to set all groupsets to not
compulsory and then assign all orgunits to groups at once later.

  Improve operationallity of Add/Edit OrgUnit

Bug description:
  After defined Organization Group, Add orgUnit will prompt OrgUnitGroup with separate screens. When we have many group sets, then this will become a bottleneck to registration of OrgUnit. Also, there is no way to skip it (when just entry OrgUnit data only and use OrgUnitGroup edit capability to set these group settings, or not applicable).
  So, I recommend Add new orgUnit and Edit OrgUnit screen combined into one panel and use combo box or list box to select one or none from the listed group.
