  Orgunit tree extended too far on Hierarchy operations page

Bug description:
  On the hierarchy operations page for organisationunits, the orgunit
  tree is extended too much. The bottom of the blue field on the left
  sidebar is hidden by the tree, which is not happening other pages the
  orgunit tree is shown.
