I am not sure this is so much a bug, but it depends on whether the
system should be backwards compatible.

I suspect it has to do with the introduction of the new period types
in 2.1. You can try deleting the "FinancialJuly" and "FinancialOct"
 types from periodtype.

 I think it would be good if DHIS would ignore periodtypes which are
not supported, which I guess would be a fix, if this is actually the
problem, but I am just guessing this is the issue.

If you run "java -jar dhis-live.jar" from a command prompt, and post
the log results here, it would help to see what is going on.
