Title:
  weekly-periods-not-correct

Status in DHIS 2 - District Health Information Software:
  New

Bug description:
  There are a couple of issues with the weekly periods. 
  1) From the data entry screen, "Week 1 2011" is not available. 
  2) The drop down list starts with "Week 2 2011', even though this seems to correspond to the period of Jan3-9th 2011 even though this should be "Week 1 2011" 

  It seems the week formats (used in the data entry screens and reports)
  for weekly periods are off by a week.
