I just updated my cygwin bzr client on windows yesterday and can confirm it
is also 2.3.1.  So if you are using cygwin, pop over to
http://cygwin.com/setup.exe  and run the setup program to upgrade your
packages.  But, noting Lars' advice, don't try out your new bzr client on
the dhis2 repository yet!
