This happens because you are using one the skins that have been removed
from the system.

Either try to navigate to the settings -> user settings -> style and
change to an existing one (light blue is default).

Or delete the settings in the database directly with the following sql:

delete from usersetting where name='currentStyle';
delete from systemsetting where name='currentStyle';

  Browsers not rendering DHIS 2.2 well

Bug description:
  I upgraded to version 2.2 from 2.1 snapshot. Some features were not working well with Firefox 4.1 (which I have reported). I cleared my Firefox browser cache and since then my DHIS 2.2 interface does not render well. I have tried with Google Chrome and IE9 but it's still the same thing.
  The way the interface is opening is making it really difficult to use the program.
