I have some question for you to make clearly at the problem that you're
catching.

In this case of 2. ,actually, not only you met this one but also the others
too. So, that's why the step 3 is always their way to resolve in the missing
pro-stage, ie. 3rd. And this thrid step will break down the current program.
And even you create a new pro-stage in the last then it also crash down the
specified program if only if this program has been enrolled for patient.

In my opinion, if there is any program which has any patient who enrolled* *in
that one then we should have had a validation/check for this step 3rd. It's
sort of like "*This specified Program has enrolled for Patient. So, should
not create a new pro-stage for it*".

Title:
  Only show first program stages in program stage management

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  When I create program with many program stages in the beginning, then
  in program stage management. All program stages are listed.

  But after that I add more program stages into this program, in the
  program management, the new program stages are not listed.

   And in data entry form, the new program stages are listed, but it
  said " java.lang.NullPointerException" when I select report date of
  new program stages
