Thanks for your explanation email. I didn't note the Sort function until
read your mail.
Currently, after I sort the program stages in particular program. When I
select that program, then program stages are ordered as I sorted them. But
whenever I edit and save the program stage, the program stage list
automatically changed to All program lists. And these program stages are not
ordered as I used to sort but as program stages' create time.
 So I think it would be nice when All program is selected, then program
stages order as their names, and if specified program selected, then program
stages are ordered according to min time with enrollment date or user
defined order.

Bug description:
  When view program stage list according to program name. The program
  stages are order as created time. But it should be order as name, or
  as periods were set for program stage with enrollment date.
