OrgUit groups and group sets

Dear DHIS2 team,

A key property of the group set concept in DHIS2 is exclusivity. This is a
serious limitation due to the fact that a health facility can belong more
than one categories such as Cesarean Section, ORT, DOTS and so on. Could
someone please explain the ways to address this issue?
