Hi Wayne, I think you have to go to Maintenance -> Users and give your user
permission to use the imported datasets.

  Using version 2.4.  After copying a database by exporting to dxf and
  then importing the dxf file into an empty database, the list of
  datasets does not come up for org units in the data entry form of the
  new database.  The datasets are still linked to the org units.  Have
  tried importing into MySQL and PostgreSQL with the same effect.
