Ok, that's all it was. The user needed to be given permissions to the org units.  Thanks.
Hi-liting the top org unit and saving the change was enough to fix the problem.  I see that there is another button which was not present in 2.0.5, from which I exported the data.  What is the advantage of 'Selecting Children'?  Does selecting an org unit for a user not include the children?

  In Data Entry, datasets not listed for org units after importing dxf.

Status in DHIS 2 - District Health Information Software:
  New

Bug description:
  Using version 2.4.  After copying a database by exporting to dxf and
  then importing the dxf file into an empty database, the list of
  datasets does not come up for org units in the data entry form of the
  new database.  The datasets are still linked to the org units.  Have
  tried importing into MySQL and PostgreSQL with the same effect.
