Hi Thuy

It is an interesting requirement ( transient orgunit group assignment
based on a data element), but it would seem to be much more easily
accomplished just with the use of a simple indicator.

Instead of using the orgunit group assignment to determine the type of
report to be generated, you could use the indicator value to make this
determination instead.
