It depends on how you plan to use these groupings and how prominent they will be in your reports/analysis - so you may want these ranges to be (1) based on your 'sample population' of values calculated at run-time or (2) defined according to common/popular ranges (<200, >=200) as you've already suggested.
Method (1) is to generate ranges using Standard-Deviations (-3,-2,-1,1,2,3) together with the rounding function to create ranges/groups 'on the fly'. This allows your data to define its own boundaries but may limit your options with further analysis unless you implement this method in other parts of the system...

I think this is an interesting use case.
Perhaps in the future we could create functionality for "Dynamic Orgnit Groups" and maybe a utility to 'rearrange' the groupings based on indicator values?
