Not a bug. When an OpenLayers layer gets its mouseover feature activated
it is moved to the top of the layer stack, so I only activate it for the
front layer in the following order:  boundary, thematic 1, thematic 2,
facility, symbol.

If you want to mouseover a layer that is currently not in front you can
temporarily uncheck the front layer in the layer tree in the top right
corner.

Title:
  GIS: Cannot hover thematic layer 1 when layer 2 is activated

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  Cannot hover an orgunit from thematic layer 1 and get information when
  thematic layer 2 is activated. Same goes for symbol layer: Cannot
  hover orgunits from the thematics layers when symbol layer is
  activated.
