This problem only arises when I am using the admin user who has the
entire orgunit tree (40k+ units).

I think the API method would be useful for other purposes as well,
i.e. only pulling orgunits which the user has been explicitly assigned
through the datasets assignments, but this is really a seperate
requirement.

I think for this particular problem, we need to decide whether the
orgunit tree can be cached at all. If it is too big (or there is no
work around in some way) then it should not be stored locally, and the
user will simply have to refresh it each time.

The thing I guess which is weird for me is that in other places (like
the data browser) Chrome works just fine with the orgunit tree, and it
loads instantaneously.
