Title:
  Any user can view and use the whole OrgUnit hierarchy in GIS

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  User of any OrgUnit can can view and analyse the data for any OrgUnit. If we are logged in with a district user of District1 then also we can analyse the data for Other district District2 or even for state also.
  OrgUnit tree should also be restricted according to user privileges.
