  Save '' as attribute value into database when create new data
  elelement

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  When create a new dataelement with a new attribute without selecting
  attribute and seting its value. But attribute value still saved in the
  database with value is ''.  It should not saved any attribute value in
  this case.
