You have to give your user access to the new datasets (as well as the
orgunits in question) before they will appear in the dropdown list.

  Opening an empty database in dhis live,
  a dataset is not selectable (the pull down menu in a data entry screen does not show anything)
  after registering;

  2. 1 data element with a default category combination,
  3. 1 dataset containing the data element and
  4. Assign 2 orgunits to the dataset.

  I usually use 2.0.5 dhis-live and do not meet the issue but
  I encountered the same one when trying 2.5, 2.7 and 2.8.
