Title:
  Case sensitive Data Element search filter

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  Searching for a data element will yield not results if the wrong case
  is specified. Specifically with the Uganda DHIS2; Ver 2.8. When
  searching for OPD data elements, if i use the lower case 'opd', no
  result will be returned
