  Navigation of message list not working

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  The navigation of the message list does not work in 2.8. It is not
  possible to update the number of rows to view on a page, go to a
  specific page or use << < 1 2 3 4 > >> menu. Tested in Chrome and
  Safari on the Liberia and Ghana databases.
