Title:
  Dataset is not selectable in Data Entry Form

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  Opening an empty database in dhis live,
  a dataset is not selectable (the pull down menu in a data entry screen does not show anything)
  after registering;
  1. 2 orgunits "parent" and "child",
  2. 1 data element with a default category combination,
  3. 1 dataset containing the data element and
  4. Assign 2 orgunits to the dataset.

  I usually use 2.0.5 dhis-live and do not meet the issue but
  I encountered the same one when trying 2.5, 2.7 and 2.8.
  Is any registration changed?
