This field is used in the case when you select parent or grand parent
organisation unit as a report parameter. In those cases the parent org
unit row will print Yes for this column.

  organisation_unit_is_parent is 'No'

Status in DHIS 2 - District Health Information Software:
  Invalid

Bug description:
  in the list of field names which were created automatically in the
  ireport, there is a field named organisation_unit_is_parent, I use
  this field for showling the parent organisation unit of selected
  organisation unit in the report, but the value is always is 'No' while
  the selected organisation unit is not the level 1 organisation unit.
