  dhis14_xml_imports does not handle import with decimals correctly

Bug description:
  WHen values like "0.00" are imported into DHIS2 with a DHIS 1.4 XML
  export, if numbers are formatted  with a decimal point , it is
  imported into DHIS2 as "000".
