This is a bit of a duplicate of a previously reported bug
https://bugs.launchpad.net/dhis2/+bug/1085070, but slightly different.

If you have control over the SMTP server, you can change/add the port to
587, and create a user for sending the emails as a workaround.

Bug description:
  System email settings require username and password, and does not
  support specifying port. Using server smtp agent is therefore not
  possible.

  Mail settings could default to localhost:25
