  cannot-create-number-type-indicators

Bug description:
  Affects trunk. Reproduced on dev site.

  When trying to create/modify an indicator of type "Number" (i.e. a
  calculated data element)  the following message appears.

  This field is required.

  When trying to save the modified indicator and the indicator cannot be
  saved.
