[Bug 1164965] [NEW] weekly-datasets-repeats-last-week-of-year2012

Public bug reported:

Steps to reproduce

1) Create a dataset with a few data elements with weekly frequency, and assign to any orgunit.
2) Choose the current year, and note that the period "Week 1 -2012-12-31 - 2013-01-06" appears.

3) Choose the previous year, and note that the period "Week 53
2012-12-31 -2013-01-06" appears.

In the database however, there appears to be only a single period.
