  Org unit search not working for non-offline org units

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  The organisation unit search linked to the organisation unit web tree
  does not work for organisation units which are not stored offline.
  When setting the system setting for max org unit levels one can
  instruct the system not to store the lower org unit levels in the
  offline storage of the browser. However, the search function does not
  work for those org unit which are not stored offline.
