  0 to -1 not recognized as valid number by validation

Status in DHIS 2 - District Health Information Software:
  Fix Committed

Bug description:
  Values between 0 and -1 are not recognized by validation in forms as
  valid numbers. For instance, it is not possible to enter -0.123 as
  latitude or longitude in add/update organisation unit form.
