Public bug reported:

I have imported DHIS 1.4 data from a laptop and transferred the same
file over to a desktop pc when the application is starting up it give an
error 503 service not available I have changed the port number from 8082
to 8080 in the conf jetty.port file but no success. On exiting the
browser then and restarting the application the server does not want to
start up
