This is supposed to be the intended behaviour I think, but I have also
been having issues with this. Check the manual on this, and it is
clearly stated that values are average in the time dimension. What it is
not really clear on but is implied, is that  values are summed along the
orgunit dimension.


I do not really see this as a bug, but rather intended behavior which works as the developers have implemented it. 

But, what we do need ( i.e blueprint) is another operator to average
both the values both in time as well as in the orgunit dimension. We
have an data element "Number of days vaccine fridge was functional".
This value should be averaged both in terms of time as well as across
orgunits, to arrive at a national average. Instead, we get (as you have
observed) a sum of the values.

  Aggregate of Avg type field is summed across Org Units

Status in DHIS 2:
  Invalid

Bug description:
  I am using v2.12. On a Dataset I created a numeric field with Average
  aggregation. When reported across Org Units, the averages are summed
  instead of taking the average data across the Org Units. Is this how
  Average aggregation should work?
