I think the current behavior needs to be changed since summing averages
does not mean anything while taking the average across org units would be
useful.

  Aggregate of Avg type field is summed across Org Units

Status in DHIS 2:
  Invalid

Bug description:
  I am using v2.12. On a Dataset I created a numeric field with Average
  aggregation. When reported across Org Units, the averages are summed
  instead of taking the average data across the Org Units. Is this how
  Average aggregation should work?
