Public bug reported:

Using demo server, version 2.13, rev 12770 with Chrome.

Problem: The "download" button is disabled when a chart is created.

Steps to reproduce: Select "ANC1" and "ANC2" as data elements. Press
"Update". The download button is disabled.

Workaround: Press "Table->Open this chart as table". THen "Chart->Open
this table as chart". Download button is now enabled.
