Public bug reported:

Steps to reproduce bug on apps.dhis2.org/dev:
- register a patient without enrolling any program
- then come to person dashboard, enroll program name "TB Program"
- fill in "TB Number", click enroll
- BUG: come to Identifier/Attribute category, it doesn't display the TB Number I've just entered. If I save "TB number" directly in that category, system does save, and display TB Number if I come back again.
