By the way, are you using the Tomcat manager to deploy your war files? That
is not a good idea -I would rather recommend just stopping tomcat, then
deleting everything from both the tomcat/work/Catalina/ folder and
tomcat/webapps folder. Then place the war file directly in tomcat/webapps
and restart Tomcat.

Another option is to make a new folder called tomcat/webapps/dhis and unzip
the war file manually into that folder before starting Tomcat.
