  I can't find Tracker on 2.13 menu

Status in DHIS 2:
  Invalid

Bug description:
  I am on the dhis academy. The version of 2.13 on their demo site has
  "Tracker" on their menu but mine that i download does not have it. Is
  this an issue or is this issue about version?
