Title:
  Org Unit opening date is removed after gml import

Status in DHIS 2:

Bug description:
  After inserting new org units, either directly in database through
  pgAdmin or manually entered through DHIS, the Opening Date info is
  correctly stored. However when doing a gml import for those org units
  in order to add the coordinates, the Opening Date field is reset to
  null, so we loose that information.

  This bug has been around for a while but we only just now figured out
  what caused it. We tested in 2.12 (build revision 11298, 2013-09-03
  20:37), Chrome. No error messages are generated during the process.
