Title:
  DHIS 2 does not aggregate orgunits for some dataelements

Status in DHIS 2:

Bug description:
  As we discussed on the mailist a month ago:

  When I try to aggregate my dataelements by different orgunits or
  periods, DHIS 2 does not do it. I tryied both with MySQL and Postgres.
  And to worse things there is nothing being logged.

  I am testing DHIS 2.0.5
