  Filtering with special characters in DE/Indicator list

Status in DHIS 2:
  New

Bug description:
  Filtering with special characters in the DE, indicator etc list is not
  working. For example, typing Déc and clicking filter changes the text
  in the filter box to Déc and returns and empty list. This is
  problamatic with French databases (and others).
